Proposed boundary change for consideration
School District staff are considering proposing that the School District Board adjust the Hillview Elementary / Coldstream Elementary catchment boundary to move some of Hillview Elementary’s catchment to Coldstream Elementary.
As Hillview Elementary and Coldstream Elementary feed into different secondary schools, the Vernon Secondary and Kalamalka Secondary catchment areas would also change.
The following map illustrates the proposed boundary change.
How the change could be implemented
Staff are considering recommending that the Board implement the change as follows:
- Hillview Elementary students living in the boundary change area can continue to attend Hillview Elementary. Their siblings can also attend Hillview Elementary when they reach Kindergarten age.
 - Vernon Secondary students living in the boundary change area can continue to attend Vernon Secondary.
 - The proposed boundary change would be effective for student registrations after January 15, 2026 (essentially, next school year).
 
Staff will bring recommendations, including a summary of community feedback received, to the Board for consideration at the November 19th, 2025, Board meeting.
Why the change is being considered
Hillview Elementary has 386 students in a school built for 345 students. Coldstream Elementary has 296 students in a school built for 395 students. Staff project Hillview’s enrolment to remain steady; Coldstream’s is projected to decline.
Vernon Secondary has over 1,100 students in a school built for 950.
New housing developments in the Hillview catchment area – including the proposed boundary change area – may lead to an increase in the number of students at Hillview and Vernon Secondary.
The proposed boundary change implementation minimizes the impact on families while, over time, easing space pressures at Hillview and Vernon Secondary School.
The consultation process
Families are invited to attend a consultation session at Coldstream Elementary School at 5pm on Monday November 3rd. The School District’s Secretary Treasurer, Adrian Johnson, will provide an overview of the proposed change. School Principals and District staff will also attend and be available to answer questions.
